An Important U.S. Department of Justice DOJ Press Release

Justice News

Acting Director Katharine Sullivan of the Justice Department’s Office on Violence Against Women Delivers Remarks at 19th Annual International Family Justice Center Conference
San Diego, CA
~
Wednesday, March 20, 2019
Welcome everyone to the 19th Annual International Family Justice Center Conference. We have Centers represented from 40 states and 10 countries this week. It’s particularly exciting to be part of a conference that measure ACES, hope, resiliency, collective hope, and wellbeing in its conference attendees. Hope is going to increase in your life this week by being at this conference. Thank you to Casey Gwinn, Gael Strack, and the entire Alliance for HOPE team for convening this tremendous gathering.

Improving the criminal justice response to domestic violence and sexual violence is the backbone of VAWA. Collaborative work that brings all the players in the justice system together with victim services is the heart. Family Justice Centers represent the best of this work – strengthening law enforcement, prosecution, offender accountability, and victim safety by working together to meet victims where they are. Adults and children, women and men, vulnerable people struggling to overcome challenges like substance abuse or human trafficking – Family Justice Centers are on the front lines welcoming survivors to take shelter in crisis. But you don’t stop there. You provide the tools and support that take survivors from fear to hope, from insecurity to self-sufficiency.

Inspired by your creativity and innovation, I prioritize visits to Family Justice Centers. Family Justice Centers in places such as Denver, Anaheim, and Brooklyn have taught me so much about how you all are meeting the unique needs facing your communities. I just came back from Brooklyn, where I met with the lead prosecutor of the Brooklyn Family Justice Center, Michelle Kaminsky. Michelle told me about their Early Victim Engagement program, which helps reduce violent crime by contacting victims of domestic violence immediately after a defendant is arraigned. Brooklyn’s Early Victim Engagement pilot initiative was so successful in increasing victim participation in prosecution and subsequent rates of conviction that the program was adopted by other New York boroughs.

I was also excited to hear about the culturally specific work the Brooklyn Family Justice Center is doing. One of their attorneys works closely with Muslim and immigrant communities, tackling complicated issues like female genital mutilation and cutting (FGM/C). FGM/C, is one of the most devastating forms of violence against women. We must stand together to demand zero tolerance for FGM/C. Just last week I was honored to be at the United Nations Commission on the Status of Women where I spoke on a panel about FGM/C. It is a problem right here in the United States. The CDC estimates 513,000 women and girls have suffered or are at risk of FGM/C in the U.S. OVW funds incredible local service providers, like Nisaa African Family Services, a grantee addressing FGM/C in a sensitive, culturally appropriate way as part of their work on sexual assault and domestic violence in African-diaspora communities in Iowa.

When I first learned about Family Justice Centers and the benefits of colocation, I immediately thought of how perfectly positioned they are to address the very challenging issue of survivors struggling with substance abuse. OVW was excited to award $450,000 to the Alliance for HOPE in partnership with the National Center on Domestic Violence, Trauma and Mental Health to create trauma-informed approaches to helping survivors who come to Family Justice Centers and request help with substance use issues. For too long, survivors have been shamed, blamed, ostracized, and denied services when they come to agencies for help while actively using drugs and alcohol as part of their coping strategies or because perpetrators kept them hooked as part of a pattern of power and control. We need to change that and I believe Family Justice Centers will lead the way in providing collocated substance abuse and victim services.

OVW is also proud to support the Alliance for Hope’s Training Institute on Strangulation Prevention. Last October, 1,000 Federal Bureau of Investigation (FBI) agents learned about the connection between stranglers and killers of law enforcement officers in this country. We must continue to investigate and prosecute the most dangerous abusers, including those who strangle, stalk, or use illegal firearms against their victims.

I am pleased to also announce that US Attorneys’ office throughout the country have partnered with family Justice Centers to create projects through Project Safe Neighborhoods (PSN), to meet the goal of reducing violent crime.  The success of these programs is built on their local partnerships. The U.S. Attorney’s office works hand in hand with the local District Attorney’s office, local law enforcement, and with their local Family Justice Center.

I want to highlight one PSN in particular, led by U.S. Attorney Bob Troester for the Western District of Oklahoma. His office is running an issue-specific Domestic Violence and Firearms PSN in close conjunction with Palomar, their local Family Justice Center. In the first year of this Domestic Violence and Firearms PSN they charged over 50 cases. These cases are now over 17% of the office’s overall caseload and the 50+ cases they have charged this past year are a 100% increase over the prior year. Women have broken down in tears when they were told that their abusers will go to jail and they do not have to testify against them, because they are not charging these as assault cases but as firearms cases. This has empowered victims and helped hold more offenders accountable, as having to testify against one’s abuser can inhibit victims from testifying and result in dropped charges.
Other U.S. Attorneys are also focusing their PSNs on domestic violence and guns. The U.S. Attorney for Northern Ohio, Justin Herdman has incorporated their PSN into a partnership with the Domestic Violence and Child Advocacy Center and has focused on prosecuting cases where abusers possess firearms – many times allowing a victim who is terrified or reluctant not to have to testify but still holding the offender accountable. In speaking with U.S. Attorney Herdman last week he raised a crucial point that abusers with guns also pose a significant risk to law enforcement responding to the crime scene.

In Dallas, U.S. Attorney for Northern Texas, Erin Nealy Cox is also fighting domestic violence using federal firearms laws. Working in tandem with state and local law enforcement partners, U.S. Attorney Nealy Cox pledged to prosecute domestic violence offenders discovered with guns. “With so many domestic disputes escalating from bruises to bullets and bloodshed, we can and should play a part in ending this senseless violence,” she said. “We’re hopeful that highlighting this focus will send a message to convicted abusers: Not only can the Justice Department prosecute you for firearm possession, but in the Northern District of Texas, we will.”

The Department’s work is paying dividends. For example, according to Department data, since 2016, the number of defendants charged under 18 U.S.C. 922(g)(9) – the prohibition against firearm possession by a domestic violence misdemeanant – has grown by nearly 80 percent, from 110 in Fiscal Year (FY) 2016 to 197 in FY 2018. In the same period, convictions increased more than 160% from 55 in FY2016 to 148 in FY2018.

The significant increase in charges  and convictions under 18 U.S.C. 922(g)(9) is a direct result of the Justice Department’s aggressive effort to keep guns out of the hands of domestic abusers. This effort from U.S. Attorney’s Offices across the country has resulted in three Supreme Court decisions upholding both the statutory and constitutional viability of this statute. These critical decisions, combined with the re-invigoration of Project Safe Neighborhoods and the Department’s concerted efforts to prosecute violent crime, has resulted in this success. A central component of Project Safe Neighborhoods is that safe neighborhoods begin with safe homes.

If you are not already working with your local PSN site and your U.S. Attorney, I urge you to reach out to them to explore ways you can partner to reduce violent crimes.

Over the course of this conference, I know you will be inspired by these and other examples of coordinated community responses that take the next steps to end violence against women. I know I am inspired seeing all of you here today, and I will bring your stories, your passion, and your innovation back with me to Washington. I will be filled with hope when I think of your work. Thank you and God bless you for everything you do.

The Harassment Continues with som New Faces Added

The Harassment Continues With Some New Faces Added

The drug pushers, their families’ members, and d members of that defunct Christian school (some who are part of the drug pushing families over on 53rd south) are still harassing and lying about me to people I must associate with on a normal basis. The problem with them is that they believed that we left St Pete a year ago because of their harassment and interference in our personal business. To which I must once again inform those we do business with that these trouble making people of up to their old tricks and to contact the police department. They were wrong. Our move to Largo and our move back to St Pete have nothing to do with them.

The truth of that hit they hard and they became venous to the point of allowing one of their family members to harm me physically. She is in the medical field which made it is easy for her to harm me. It was bad enough that they lied to other medical personnel members and had they attempting to threaten me and interfere with my medical treatments, they also have people attempting to scam me with fake bills that I and my insurance already paid.

Now I live in midtown and I discovered that it is not a good part of town and that the drug pushers not only have family members near me but some lunatic friends as well. Some of the older black men here have also been told stupid lies and one, in particular, has been harassing me ever since I told him that I knew that there are a lot of bad residents here and that I did not and do not want them coming around. Apparently, he was offended, and went on to prove what I was told is absolutely true.

Here are a lot of bad residents here.

As usual, because of them (drug pushers, their families members, and members of that defunct Christian school), I have had problems with strangers on the bus mostly black. There are drivers among them who drive past our bedroom windows playing extremely loud music and blowing their horns in the dead night to wake us up, and recently there was an attempted break-in of our home.

Now, I did nothing to these people but they are so quick to believe lies about people that they never attempt to discover the truth, which that the troublemakers are the ones that tell them many lies for the purpose the having cause the harm they do not want to be caught doing. That method of revenge has cause many otherwise non associated and innocence to commit the crimes and lose jobs that they the drug pushers, their families members, and members of that defunct Christian school do not want to lose their jobs over and/or go to jail for.

They are truly evil people.

All of this I have written above has been reported to the police department, and what is disturbing is that many of the officers now are younger and apparently unaware of what has happened me and family because of these trouble makers. Therefore, when trying to report something to one of them, it is like starting anew because this situation has a long history of harassment and abuse caused by these trouble makers and done to me and my family over more than a decade.

As I stated before, these are truly evil people and they don't think anything of the people they have used among other races. So long as they do the harassment and admit the crimes, they don't see these other race of people losing their jobs of any consequent to themselves.

These criminal families are s_it!

Well it would appear that "tis is the season" for some people to attempt to scam others. Twice in one week this has happened to me. Both times, I knew that those family that sold illegal drugs and sent their women to sleep with my husband for money were behind these new attacks. Attacks that were not only online and by mail, but physical as well.

These families lies and say that I am to bland as to what happened to them. This is not true, they, their lifestyle and their criminal treatment and disregard of other people is the cause. All I did was warn people about them by what they have done to me and my family as a result of the greed. Yes greed. These are people that prey on others. They believe they can steal, lies about and physically hurt others people and that those people should not seek justice. We their victims should not tell other about them or their crimes.
That we their victims should not seek to stop them. How sick are they people, have they used too much of their own illegal products that they truly believe that we their have no legal right to fight them, or that we should just lay down let them continue steal, lies, and physically harm us without saying anything, without said Enough! Without saying  Stop! Without seep legal justice!

Sorry but I do not see it their way and will continues to seek legal justice to stop as they have no decency to stop while they still have a life and family that needs them more then this sorry excuse for revenge against people who see them as they are and have been hurt by them.

No people need to know that these criminal families are bad and they should protect them from any crime they attempt to do.

To date, they have infiltrated my doctor and infected their staff with lies. They had people mess my electricity, cable and internet.  They drive in front of our bedrooms windows playing music so loud we hear the lyrics both during the day and at night. They lies to people of other races and has they to commit crimes as well.

They even have one of their own to infect physical harm on my arm to which I still under doctor care for.
And their want to tell people it is my fault the that family member got fired, and not accepting she brought her firing on herself for damaging my arm.

These criminal families are crazy and I still said to people beware of them because they only care themselves, will use you, and turn on your as well. Thereby, making you an addition victim.
They followed me from St Pete to Largo and back again. They no sense that all this happened because of the way they are and that it is never their victims fault.

We Of The "Me" Group Say, "We Do It For Ourselves, And Not For A Him!

Hello Darlings,

It has comes to my attention, after leaving a couple of professional offices because of questionable and uncomfortable situations with the staff, that the problem for that mistreatment is due to two reasons. The first, the troublemakers from St. Petersburg came here to Largo, and poisoned the minds of these people because I was new and they did not know me.

The troublemakers I speak of are the people who ran the now failed King/Queen Christian School. They and a few residents on Dartmouth Avenue were responsible for keeping avenue and the neighborhood in turmoil. What did they want. The property that other people were living in. Now that their school close, they want to bland me for its failure, while at the same time, blinding themselves to the fact that they were the only caused for it.

What occurred was that some members of King/Queen Christian School (we assumed they were teachers, but we don’t know be sure)  allowed a group of kids in their charge to call me a lady of ill repute (not the exact wording) as I was on a daily walk that took me pass the school in the mornings. This childish lie came from mouths of the young minds that they were supposed to be educating for a brighter future to ensure their tomorrows. What happened was that children were corrupted and learned nothing of value from that school. In addition, because, the school refused to take responsibly for leading those children to say such an awful thing,  I have had to defend myself repeatedly since the incident occurred, and I still have the security recording with their voices saying that whore repeatedly on it.  They never apologized. Instead they overturned a neighborhood.

Yes, I know they came up here and poisoned the minds some people here in Largo. They did it only because they did not want people to know that I am not a bad woman they have tried to make others believe. However, their attempting to hurt me is such a childish way, only shows what type of people they are and nothing truly about me.

The second reason, and this is more disturbing deals with the question of my finances, which is no one's business but my husband and myself. This was brought about because some women noticed that I dressed nicely just to go on routine errands. I paid them no minds and ran my errands as usual.

However, recently, I came to this conclusion after I was told by another woman that some woman dress nicely attract professional men.

I found her statement confusing as I had no interest in such things or behavior. Grant it. There are women that do this kind of thing. They are women looking for attention because they are either lonely, or predictors looking for attention in the wrong places and for the wrong reasons. I am neither of these women.

However. and thank god, there are  women dress who dress as I do for simple and common sense reasons. 1. many, many women professions in offices dictates dressing nicely.  Their either wear business suits or nice dresses that can be worn on the job or an evening out.  I was lucky enough to be one of these women.

Then there are those of us who are in a third group, an entirely difference  group of women, called the "Me" group. Motto "I Do It For Me." I am a part of this group as well, and we dress the way we do for ourselves, and NOT FOR A HIM.  We like to looking nice and as opened minded women, we see absolutely no reason way we should dress like hags to please someone else's perception of what we the "Me" group should be dressing like.

Wake up ladies. Should my dressing nicely set up you, make you jealous, or question where the money coming from ti  dress my way, perhaps you needs learn how to shop, open your minds, or simply turn your attentions elsewhere.

Because Dearies,  I, and I do mean I, … DRESS FOR ME. Therefore, I have ABSOLUTELY NO INTERESTING in dressing for a HIM.

Not only that! I have a HIM to whom I drag around town with me on occasions. He is my Mr. Grumpy, and we have been married nearly 40 years.

In conclusion, I enjoy being among the open minded "Me" group, and  I neither need another HIM nor want someone else's HIM.

Chow,
 Darlings
